That was a side story, it ain't connected to the main body of story
notice how it was only that chapter where they mentioned anti espers and anti anti espers
and if he had that power in rest of story ecm wouldn't work

in the real story, so far, he has been shown to be a normal human, no powers (which is better because it makes it harder for the children to hate normal humans without hating him and provides more tension between characters)

I thought of that before as well. You know how Hyoubu and other Espers talked about how their abilities strengthened in life threatening situations? I wondered if Minamoto would eventually reach a situation like that and turn out to be the strongest Esper in the end. Just a thought.

In the recent chapters, the old lady (what's her name again? The one who steals energy by kissing) suggests that there is more to his powers by telling him to follow his intuition. Not to mention how other Espers, including Hyoubu wonder if he has ESP due to his keen perception.

So, I think his power is already influencing what is going on, just not openly noted.

I guess in the original version of the story, he was an anti-anti-esper. However, after that one shot and a serialization began, Takashi decided to make him into a normal human instead, so he doesn't have any powers. Personally, as much as I'd like to see him with some cool abilities, it's probably better for him to be a "Normal" as I think with the prediction for the future, a normal Minamoto has a better chance of saving the girls than an esper version.

Actually author stated that in first version Minamoto was supposed to be former Esper and hero of Babel who lost his power because of an incident and after some time got asked to supervise new generation. He even had a scar similar to major.
