Usui is his last name. His given name is Takumi. What Higarashi was talking about was the qualities he would expect from Usui/Takumi because he's from the "Usui" family.

I was sure his first name was Usui. About the Usui=Ja=Nes thing, he was just pretending to be someone else because he didn't want to be found out at that place (Probably so they would leave him alone & because he was protecting Misaki's identity- as they would have been able to tell it was her if they were up close to her and they probably wouldn't leave Usui if they knew it was him)
Okay, that probably didn't make sense to anyone but myself, sorry

basically, Usui is his last name and usui ja nes is romaji for i'm not usui. so it's basically showing how gullible yukimura is. everyone else knows it's usui.
