While Shoujo Ai typically means girl love, it can also be construed as Girl's deep Friendship, or the close relationship between girls. It does not necessarily mean girl's love.

I know, Ai means love, and Shoujo means girl, but the definition of Shoujo Ai (and shounen ai, for that matter) have been generalized to include simply stories involving deep and strong connections between same-gender friends. Which is exemplified by the strong sense of friendship in this series. In a way, they do love each other...it's just not a romantic love (except perhaps in Kuroko's case...)

People say that but 90% time it means girl love. In this manga you have to know something of the culture and it's not usual for girls to touch each others boobs in shounen Manga. A lot of people in the U.S. think the authors mean to put in Shounen ai or Shoujo ai. When it's just nothing more then a stereotype type plot of an all girl's school life.
