Indeed, he shot him in the stomach, but if someone gets shot in the stomach, they'll bleed to death in about 5 minutes. I'd say that he had a bulletproof vest on. A shot from an M1911 (the gun that Garcia used, it was standard issue for the US military up til the mid 80's) would've been stopped by a vest with minimal problems, probably one hell of a bruise tho. A .45 shot from that thing definitely wouldn't have shattered his ribs (that's almost impossible with a round like that), but still, a crack here and there would be more likely if Garcia shot him in the right place.
